Can I count COMP1900 towards my degree?

That depends on the rules of the degree you are taking.

COMP1900 is a 6 credit points course run by the Department of Computer Science (DCS). See entry in Undergraduate Handbook . DCS sets the rules under which you can enrol in the course. Whether or not you can count any course you take towards your degree needs to be checked against the rules of the degree you are taking. These rules are given in the Undergraduate Handbook. The fact that DCS allows you to enrol in a course does not necessarily mean that you can count the course towards your degree.
