The COMP1900 Brick is not a web document. It has been printed under a Site Licence which the Department of Computer Science (DCS) purchased from Blue Pond Publishing who own the copyright on the manual.

I own the 1998 version of the textbook for COMP1900, and was wondering if I could use that instead of buying the new one?

The Fifth edition of Capron Computers  Tools for an information age © Copyright 1998 is getting a little out-of-date for COMP1900 this semester. The Sixth edition is better - see Textbook.

Is the textbook Computers Tools for an information age really necessary for this course?

Whether the book is necessary or not depends on what you mean by "necessary". Will I check that you have purchased a textbook? No.
The textbook provides background information to help you understand the skills you are learning.
A good way to study for the exam is to acquire the textbook and do all the quizzes in the relevant chapters of the Seventh Edition-
